Hi Rochelle,
I spoke with our director on Friday. I just sent an email off to my contact at King County to see if they have any information about King County involvement at the site.
My director confirmed my worries about the site: we can't guarantee a permanent solution, but we can work to address existing concerns. I think the best solution would be to install levelers at the big dams that have been built consistently. This will require coordination with the other community members both for installation and for monitoring.
There will need to be checkups on any infrastructure involved. It would be great if you or other landowners helped out with the installation. Then we can train you on what to look out for and how to address some common maintenance needs.
I can work up a formal cost estimate for you if you'd like. And I'll let you know as soon as I hear from the folks at King County.

Thanks for your patience. I spoke with a few folks at King
County, but still haven't figured out who manages the Spring Lake Park/Natural
Area. I did speak with Chris Knutson (Chris.Knutson@kingcounty.gov). Chris
manages the Lake Stewardship Program and installed the level logger at Spring
Lake. He sounded interested in the extended lake level data. I would encourage
you to reach out to him to share the data that you've compiled from several
different sources. If you have any more information of who landowners around
Spring Lake have previously spoken with at King County regarding beaver
management, please let me know!
I've attached a rough cost estimate for the pond leveler
installation. One remaining hurdle is to discuss permitting with WDFW. If you
are interested in continuing to pursue these levelers, I will reach out to the
habitat biologist that covers the area around Spring Lake to ensure that we
have a path forward with permitting. Please feel free to give me a call if you
would like to discuss this more.

I have the estimate. Its for 4 dams. Levelers have 20' of 12" pipe each.
